When a valid proposal to the Valuation Office Agency is made about a property’s business rates assessment  (or entry in the Rating List), and  is not settled within three months, then the valuation officer must transfer it to the Valuation Tribunal as an appeal.

The Valuation Tribunal is the lower court responsible for hearing Business Rating appeals in England and Wales.
